The Director II, Technology is responsible for leading and managing direction of information system and programming activities. Directs multiple work functions or major projects/programs with broad scope and strategic business impact. This position will primarily be focused on managing National Government Services enterprise data services. The associated tasks include:

  • Creating value through enterprise data

  • Building collaborative relationships and servicing business data needs

  • Envisioning data-enabled strategies

  • Enabling all forms of business outcomes through analytics

  • Establishing data and analytics governance

  • Specifying enterprise information policy

As such, this individual has the responsibility for aligning data policy and administration with relevant regulatory, legal and ethical mandates.

How you will make an impact:

Primary Responsibilities

  • Take the lead to collaborate with operational/business units, business development, and growth teams to identify ways to drive value of enterprise information assets.

  • Work with leadership and operational/business data owners to establish the vision for managing data as a business asset — to drive value through data using research and analytics to maximize the return on data assets. Develop methods to ensure consistent application and use of analytics.

  • Define data and analytics strategy practices, lead NGS’s data and analytics strategy in collaboration with business leaders and the CIO. Institute an enterprise operating model that is consistent with the capabilities and competencies required to execute the strategy.

  • Oversee the development and deployment of the enterprise’s data and analytics platform

  • Collaborate with internal teams to research, and develop strategy creation. Develop and support organizational efforts to expand capabilities and evolve the technical footprint.

  • Expand the organization’s research and analytics offerings, especially in emerging analytical approaches, skills and technologies, focusing them on digital business innovation.

  • Partner with business development, growth, and operational teams to support new kinds, types and sources of data to enable business innovation throughout the organization.

  • Create and oversee a centralized service for sourcing external data to ensure quality, traceability, timeliness, usability and cost-effectiveness. Define processes for the effective, integrated introduction of new data.

Regulatory and Governance Accountabilities

  • Lead regulatory and compliance programs related to data and analytics assets.

  • Ensure that appropriate audit controls exist for data and analytics that serve as the source material for regulatory reports.

  • Develop and maintain controls on data quality, interoperability and sources to effectively manage the corporate risk associated with the use of data and analytics.

  • Collaborate with the CIO and Lead Security Officer to create policies and controls for the appropriate protection of information assets.

  • Organize and lead a data and analytics governance council to provide executive sponsorship for and oversight of governance policy creation and compliance.

  • Provide Support for Audit and Compliance surrounding any external and internal audits as appropriate.

Management and Operational Accountabilities

  • Develop, manage, and support annual budget requirements for the office of the CIO.

  • Organize and collaborate with the data and analytics center of excellence, and constantly improve the organization’s capacity to develop insights with advanced analytics.

  • Lead the development, publishing and maintenance of the organization’s information architecture.

  • Oversee the integration and staging of data, and the development and maintenance of the data lakes, data warehouse and data marts, for use by analysts throughout the organization.

  • Partner with Business Units and the Enterprise Architecture team to scan the horizon for emerging management tools, skills, techniques and technologies.

Reporting Line

  • The Director of Enterprise Data Services is a direct report to the CIO.

Minimum Requirements:

  • Requires an BA/BS degree in Information Technology, Computer Science or related field of study and a minimum of 8 years of IT management experience, experience in function/area being managed, experience managing multiple tasks and projects; or any combination of education and experience, which would provide an equivalent background. Experience, expertise and/or specific certification may be required. If this job is assigned to any Government Business Division entity, the applicant and incumbent fall under a `sensitive position' work designation and may be subject to additional requirements beyond those associates outside Government Business Divisions. Requirements include but are not limited to more stringent and frequent background checks and/or government clearances, segregation of duties principles, role specific training, monitoring of daily job functions, and sensitive data handling instructions.
