Title: Staff VP Engineering

Location: Richmond, VA preferred.

Reports to: VP Digital Exp Product Engineering

The Staff VP Engineering will lead all the engineering and execution aspects for Elevance’s external facing consumer web and mobile applications. Staff VP Engineering will collaborate with product partners to create the vision and strategy for Elevance’s consumer engagement applications and the end-to-end implementation of such strategy.

Primary duties include, but not limited to:

  • Serves as the Engineering owner for Elevance’s consumer applications

  • Partners with Product Owners to prioritize and plan the portfolio of work

  • Accountable for setting and enforcing Quality-of-Service metrics for all the applications

  • Provides technical thought leadership and direction to the teams

  • Maintains strong relationship with Product Owners and others Business Stakeholders

  • Hires strong engineering talent for assigned areas of functions

  • Motivates and mentors the teams to achieve organizational goals

  • Works with finance to set the capital and expense budget

  • Accountable for managing the allocated budget

  • Develops a strong team through training and effective organizational development practices.

  • Implements the policies, practices, and procedures of the company and Information Technology organizations.

  • Oversees entire business unit or all aspects of a centralized function. Participates with other executives to establish strategic plans and objectives.

  • Makes final decisions at the business unit level and ensures operations' effective achievement of objectives.

  • Coordinates project management across department & divisional line.

  • Hires, trains, coaches, counsels, and evaluates performance of direct report.

Detailed Areas of Responsibility

Technical leadership

Leads the technical ownership and management of the Elevance's Member Engagement platform. Responsible for the overall architectural health, improvement strategy, and vision of the internal and external applications that support the members' experience. Ensures that the technical vision encapsulates improvements and balance to product value, financial accountability, execution commitments, and superior quality.

Quality leadership

Leads the overall quality of applications under Member Engagement Platform. Responsible for adhering to Quality of Service principals for minimal outages, defects, defect leakage, release cycle times, and productivity. Lead the team toward proactive monitoring, alerts, measures and improvements that reduce the necessity for reactionary efforts. Responsible for overseeing outages and major issues and escalations in production, ensuring that critical analysis is taking place to resolve issues quickly.

Financial ownership

Leads the overall budget and capacity management of the Member Engagement platform organization. Responsible for ensuring that Member cost center budget is set appropriately and stays within budget. Manages overall capacity of member teams to appropriately meet business needs and making critical decisions on the need to scale up or scale down based on long-term project budget projections. Ensures that initial and recurring maintenance costs for all work efforts are appropriately considered. Manages SOWs and major contracts within the Member cost center that support the application from a labor or expense perspective.

Execution ownership

Leads the overall execution of trains, workstreams, and teams within member platform operations. Ensures that proper plans are developed and commitments are met. Handles escalations and removes risks proactively. Provides vision for efficiency and quality of execution, and works with leaders within the organization to constantly improve. Ensures major SDLC metrics and milestones are met. Provides engineering leadership for major initiatives, supporting the business to ensure proper estimation, dates, and delivery are made are balanced with financial, quality, and technical consideration. Ensure clear and concise status and comprehensive understanding are given for all projects and work efforts.

Product Partnership

Leads the engineering partnership with product and business. Provides guidance and support for business needs. Participates and brings thought-leadership to business strategy conversations and considerations. Promotes an understanding of priority and business value to the member organization. Challenge the product and business where appropriate to ensure the cost for value is appropriately considered, and that the technical vision is maintained.


  • Requires an Master’s degree in Information Technology, Computer Science or related field of study and a minimum of 15 years of leadership experience in programming environment; or any combination of education and experience, which would provide an equivalent background required.

  • Experience leading Agile teams.

  • Demonstrated experience in effectively creating team environment, building strong relationships, negotiations, solving problems and issues, resolving conflicts, managing resources in a matrix environment, communicating, and influencing effectively at all levels of an organization.

  • Experience in developing and leading large and complex mobile and web applications


  • MBA in the field of Strategy, Information Technology, Healthcare Management or Strategic Operations
